Citizens of Lahore had a great lush green retreat to enjoy in midst of the concrete jungle – Doongi Ground – in Gulberg. In 2006, during the government of Pakistan Muslim League- Q, an IMAX theatre was approved for construction on the amenity plot. Shehri-CBE along with the residents of Gulberg filed Writ Petition # 1226/06 in Lahore High Court to challenge the illegal conversion of Land Use.Lahore High Court had ruled in the favor of the petitioners on August 8, 2006. The stay order was later removed by a different LHC bench. Then the Supreme Court restored the stay order and demanded the LHC to form a larger bench to hear this case. In 2010, then Punjab Chief Minister Shahbaz Sharif approved the construction of the plaza once again and sought permission from the court. Finally, a full bench of the LHC declared the project illegal in 2011. A parking lot was built in Doongi Ground after the first stay order was revoked, in violation of the Disposal of Land by Development Authorities Act, 1988. The petitioners brought up the case again and requested the court to order the government to halt the construction of the parking plaza being built on Doongi Ground. The court sought a response within 15 days from the related authorities and issued a notice to Lahore Development Authority in July 2, 2015 to no avail. Civil Petition Leave to Appeal (CPLA) # 522-L/06 is still pending in the Supreme Court of Pakistan and the residents of Lahore are waiting for justice to be delivered to them. Shehri-CBE continues to fight to end encroachment on this amenity plot to-date.
